Any investment into Sri Lanka from outside the country should be channeled through an Inward Investment Account (IIA).
If funds are brought in correctly, and any tax obligations met at point of sale/exit, then there are no restrictions on you remitting the proceeds back out of the country. -
Sri Lankan property has shown very strong capital appreciation in certain locations in recent years. Beachfront land, most notably, has jumped by multiples along coastal stretches close to Galle and, more recently, around Ahangama and Kabalana, a little further down the coast.
Good value opportunities still exist but now require more thought and careful search. A willingness to look beyond the currently most popular locations also helps.
Those wanting immediate cash return might prefer those hotspots of, say, Ahangama and Hiriketiya, where a smart investment, well managed, might yield 12-15%.

If you want a very light-touch investment with little to no ongoing management concern we see some of the new beachfront apartment developments as ideal.If you want immediate good yield and are willing create something at relatively low cost then those hotspot locations are best.
If some lifestyle value and longer-term capital appreciation is the focus, we really like the lesser developed beach and coastal stretches around Mawella, just West of Tangalle.
